Harlan has spent the last 25+ years leading successful teams in the real estate property management arena. Harlan has held the titles of President, CEO, and COO for several national property management companies owning and managing large apartment communities. Having managed as a fee manager and owner manager, Harlan’s experience encompasses most real estate asset classes including Section 8, Low income Housing Tax Credit, all classes of market rate apartments, condo associations, commercial, retail, hospitality, and a marina. Harlan also has extensive experience catering to funds, institutional investors and high net worth individuals.
Mr. Simmons is responsible for new business development as well as maintaining client and agency relations.
He currently serves as Vice President on the Board of Directors of the National Affordable Housing Management Association (NAHMA), the Atlantic City and County Board of Realtors; additionally he is a member of the Federal Housing Advisory Board for the Institute of Real Estate Management (IREM). Mr. Simmons is a Member Emeritus of the IREM National Faculty. He is also honored to have served as National President of the Institute of Real Estate Management in 1999, as well as President of the IREM Foundation in 2004 and 2005.
He was a founding member and the first president of the Southern New Jersey IREM Chapter 101. In 1993 Mr. Simmons was named Certified Property Manager of the Year by the chapter. He has served as an editorial consultant for IREM on numerous occasions, including for the publication titled “Government Assisted Housing: Strategies for Site Managers,” a textbook published by the Institute.
As a licensed Real Estate Broker in Washington DC, Maryland, New Jersey, Oklahoma and Pennsylvania, with over 40 years of experience in the property management business, Mr. Simmons is a frequent speaker on industry issues and remains active with several professional associations relating to the real estate industry and property management profession. Within the local community he currently serves on the Board of Directors of Gilda’s Club South Jersey an affiliate of the Cancer Support Community.
Mr. Coles holds a B.A. in Accounting and received his designation as a Certified Property Manager® in 2014. He is also a member of the Delaware Valley Chapter of the Institute of Real Estate Management, where he serves on the Legislative Committee. Prior to entering the property management profession, Mr. Coles performed audits for affordable sites when he was with Asher and Company. He has more than 2 decades of property management experience. He has obtained over 11 million dollars of financing for Section 202 properties as well as coordinated over 1 million dollars of capital improvements. He also has extensive experience in budget preparation, HAP Contract Renewal and financial statement analysis. Mr. Coles also holds a PA real estate license.
Mr. Mensch is responsible for the Accounting Department and all accounting related functions. His duties include supervision of the bookkeepers, financial assistants and payroll/human resources team members. He supervises the preparation, production and internal distribution of all property monthly financial statements. He also works with and coordinates with outside accountants in preparation for all property owner and agency required annual audits. Additionally he supervises the preparation and distribution of all state housing finance agencies monthly and quarterly operating reports. Mr. Mensch is a graduate of Central College with a double major degree in Accounting / Computer Systems. He is a member of the Pennsylvania Institute of Certified Public Accountants.
As the Director of Occupancy & Compliance, Ms. Strickland is responsible for supervision of all activity relating to fair housing issues and training, occupancy and marketing strategy, including Low Income Housing Tax Credit regulatory compliance management, training and monitoring. She is directly responsible for supervision of the Occupancy Department. Additionally, she is responsible for managing and directing all HUD, State Housing Finance Agency and/or company policy and procedures compliance, along with supervision of all employees training programs. Monique received her degree in Economics from Kean College and holds a NJ Real Estate Sales License. In addition, she is an Accredited Residential Manager® through IREM and is a Housing Credit Certified Professional (HCCP®) as awarded by the National Association of Home Builders.
Mr. Borowsky serves as the advisor to the corporate controller and analyzes property cash management, investments and tax status. He supervises real estate tax appeal activity and assists CRM’s controllers in all phases of financial management. As applicable, Mr. Borowsky also directs the activities plan administrators for 401(k) and pension plans.
